docs(guide): technical.aria — ingest noise filter (aria#12) 5b061cb8ce 
Document that ThreatEventIngestionService drops INFO/no-IOC/no-phase events
before persistence (the bare-4663 flood), the ARIA_DROP_UNCLASSIFIED_INFO
toggle, and the endpoint-row note.
